With reference to the visit of Mr. Cormona
regarding the supply of opium to Macao, I have the honour to inform Your Excellency that a telegram has been
received from the Secretary of State for the Colonies
informing me that the Government of India will neither
make good to my Government any opium transferred to you
nor supply opium to Macao for the purpose of repaying
the loan or of carrying on the monopoly. I have been
authorised however to sell to you a small quantity of
opium for the purpose of enabling you to start your new opium monoply and I am, therefore, willing to sell to you ten chests of Indian opium for a sum of $31,000, which represents, roughly, the cost price to this
Government. I assume that your Goverment will arrange
to take delivery at the opium store here and will be
responsible for transport to Macao.

No further assistance can be given so long
as the instructions I have received remain unaltered. I
would, therefore, venture to suggest for Your Excellency's
consideration that the matter should be taken up by Your Excellency through the Portuguese Government at Lisbon
with His Majesty's Government in London, with a view to
arriving at some arrangement which will enable you to
carry on the opium monopoly satisfactorily and bring the
